Mould Remediation in the UK: Why UKCMS Uses the German UBA Mould Size Categories

The scale of a mould problem should have a direct bearing on the level of expertise required to investigate and remediate it.

A small patch of mould around a window seal is very different from several square metres of mould-contaminated plasterboard following a long-term leak. The investigation becomes more complex, the likelihood of hidden contamination increases, the work may involve disturbing porous materials, and the risk of spreading contamination during removal becomes much greater.

In the UK, however, there is still no single government-backed technical framework that clearly sets out when a mould problem has reached the point where specialist remediation knowledge is required. Government guidance has strengthened considerably in recent years, particularly following the death of Awaab Ishak, but there remains a significant gap between the legal duty to deal with damp and mould and the technical question of who is competent to carry out that work.

This is why the UK Centre for Mould Safety uses the mould size categories published by the German Environment Agency, the Umweltbundesamt (UBA) as part of its framework for assessing the level of expertise required.

The gap in UK mould guidance

UK government guidance now makes clear that landlords should take damp and mould seriously, investigate the underlying cause and act promptly to resolve the problem. It also advises that larger areas of mould may require professional removal.

What remains less clear is what “larger” means in practice, what level of training should be expected for different sizes of project, when containment should be used, how contaminated porous materials should be handled, and when post-remediation verification is appropriate.

There is also no single regulated route into mould assessment or remediation in the UK. Unlike areas such as gas engineering or asbestos removal, there is no nationally prescribed mould remediator licence and no statutory competence structure that links the size or complexity of a project to the qualifications of the person carrying it out.

This creates a difficult position for landlords, housing associations, managing agents and homeowners. They may be under a clear duty to resolve a mould problem while still having relatively little guidance on how to distinguish between a minor cleaning task and a specialist remediation project.

It also allows very different services to be marketed under the same broad terms. Mould removal may refer to cleaning, chemical treatment, fogging, painting, physical removal of contaminated materials, or a full remediation process involving containment, drying and verification. Those approaches are not equivalent, yet the language used to describe them is often the same.

Why UKCMS uses the German UBA guidance

The German Environment Agency has developed one of the most detailed practical frameworks for the prevention, investigation and remediation of mould in buildings.

Its Guideline on the prevention, detection and remediation of mould in buildings brings together building science, indoor air hygiene, microbiology, occupational protection and remediation practice. It also provides a practical classification system based on the extent of mould contamination.

For UKCMS, this is particularly useful because it gives a clear point of reference for deciding when the scale of contamination justifies a higher level of technical competence.

The UBA mould size categories

The UBA groups mould contamination into three broad categories.

Category 1: minor mould contamination

Category 1 covers very small areas of mould, generally below approximately 20 cm².

This may include a very limited patch around a silicone joint or window seal where there is no evidence of a wider moisture problem or concealed contamination.

Category 2: limited mould contamination

Category 2 covers mould affecting an area of up to approximately 0.5 m², with deeper layers affected only locally.

At this scale, the investigation needs to consider much more than the visible surface. The moisture source, affected material, depth of contamination and proposed method of removal all become increasingly important.

Category 3: extensive mould contamination

Category 3 applies where mould affects more than approximately 0.5 m² and deeper parts of the building material may also be affected.

The UBA treats this as extensive mould contamination and expects specialist expertise to be involved.

For UKCMS, this provides a practical escalation point. Once a mould problem reaches this scale, particularly where porous building materials or water damage are involved, it is reasonable to expect a higher level of knowledge and control.

How the German UBA compares with American mould guidance

The German approach becomes clearer when it is compared with guidance used in the United States.

The US Environmental Protection Agency (EPA) broadly separates mould remediation projects into small, medium and large areas:

The EPA guidance is widely used to inform decisions around containment, personal protective equipment and remediation planning.

The German UBA escalates the scale of the problem much earlier. Under the UBA framework, mould exceeding around half a square metre enters Category 3, while the EPA's largest category does not begin until the affected area exceeds approximately 9.3 m².

UKCMS uses the German categories because they provide a more precautionary basis for deciding when greater expertise should be involved.

The comparison should not be interpreted as one country having found a scientifically exact threshold. Both systems are practical tools designed to guide professional judgement, and both recognise that the circumstances of the building matter.

The difference is that the German framework prompts escalation much earlier, which is particularly relevant when the purpose of the classification is to determine competence rather than simply select a containment method.

Why a more precautionary threshold is appropriate

Once visible mould extends across around half a square metre of building material, there is a realistic possibility that the problem extends beyond the surface.

Plasterboard, insulation, timber and other porous materials may already be affected. Contamination may be present on the rear face of a wall or inside a cavity, and removing those materials may release substantial amounts of dust, fungal fragments and spores.

The work can therefore move very quickly from cleaning into controlled remediation.

A contractor removing a small amount of mould from a sealant joint is carrying out a very different task from somebody cutting out contaminated plasterboard, opening wall cavities or removing insulation. The second type of work may require containment, respiratory protection, controlled waste handling, specialist cleaning and post-remediation verification.

For UKCMS, it is more sensible to bring greater expertise into the project at this stage rather than wait until mould has spread across many square metres.

Size should guide competence, rather than replace judgement

The UBA categories are useful because they provide a consistent starting point, but surface area alone does not tell us everything we need to know.

UKCMS also considers the type of material affected, the depth of contamination, the duration of the moisture problem, the presence of hidden mould, the amount of material that will need to be disturbed, the likelihood of particle spread and the circumstances of the occupants.

A relatively small visible patch may be the edge of a much larger area behind plasterboard. Several smaller areas within the same room may add up to a more significant problem, and historic water damage can leave concealed contamination long after the original leak has stopped.

This is why the UBA figures are used as part of a wider assessment rather than as rigid cut-off points.

Hidden mould is particularly important

Visible mould does not always represent the full extent of contamination.

Water can move through walls, floors, ceilings, insulation and cavities, allowing mould to develop in places that are not immediately visible. In water-damaged buildings, a small surface patch may be the first sign of a much larger concealed problem.

The UBA guidance recognises hidden mould contamination and allows the extent of mould discovered when building elements are opened to be assessed in the same way as visible growth.

UKCMS follows the same principle. A competent mould survey should establish the probable extent of contamination rather than simply record what can be seen from the room.

When mould removal becomes mould remediation

The terminology used in the UK can make it difficult to distinguish between basic cleaning and specialist remediation.

Mould removal may refer to wiping a surface, applying a chemical product, cutting out contaminated materials or carrying out a full remediation project.

UKCMS uses the term mould remediation to describe a more complete process that may include identifying the moisture source, assessing visible and hidden contamination, protecting occupants and workers, containing the work area, removing contaminated porous materials, cleaning remaining surfaces, drying the structure and verifying that the remediation has been successful.

That level of work requires a different skill set from routine cleaning, and it also explains why the size of the mould problem is relevant. As the contaminated area increases, the likelihood that the work will involve greater disturbance, more complex controls and more specialist knowledge increases with it.

The underlying moisture problem must be resolved

Mould is the result of excess moisture, so any remediation that leaves the moisture source in place is incomplete.

The cause may be a plumbing leak, roof defect, penetrating damp, condensation, inadequate ventilation, thermal bridging, flooding, failed seals or historic water damage that was never properly dried.

Current government guidance recognises this principle and makes clear that removing surface mould without addressing the underlying cause will not prevent the problem from returning.

The same principle sits at the centre of the UKCMS approach. The aim is to understand why the building became damp, deal with the source of moisture and then remediate the contaminated environment properly.

Why competence matters during mould remediation

The way contaminated materials are removed can have a major effect on the rest of the building.

Cutting plasterboard, removing insulation, lifting flooring or stripping affected finishes can release fungal spores, fragments and dust. Without appropriate controls, material from the work area can spread into previously unaffected rooms.

Depending on the scale and complexity of the project, suitable measures may include containment, controlled airflow, respiratory protective equipment, appropriate vacuum filtration, careful waste handling, detailed cleaning, drying and post-remediation verification.

As the scale of the contamination increases, so does the need for people who understand moisture behaviour, building materials, fungal growth, exposure control, containment and remediation methodology.

What qualifications should a mould specialist have?

This remains one of the most difficult questions in the UK because there is no single government-issued mould remediation licence.

Government guidance advises landlords to use qualified professionals where appropriate and to consider training, qualifications and references, but it does not define one nationally prescribed route into the profession.

UKCMS therefore believes competence should be judged against the work being undertaken.

Someone dealing with significant mould contamination should be able to demonstrate relevant knowledge and experience in areas such as building moisture, water damage, fungal contamination, containment, respiratory protection, cleaning, drying and post-remediation verification.

The scale and complexity of the mould problem should help determine how much expertise is required.

How the UKCMS directory works

The UKCMS directory was created to make that competence easier to understand.

It is not intended to be a simple advertising list where a company pays a fee and automatically appears as a mould specialist. Applicants are required to provide evidence of their qualifications and experience, together with examples of recent work, so that the level of competence they claim can be assessed against the type of work they are carrying out.

As part of the application process, professionals are asked to submit their relevant training and qualifications and evidence from their five most recent projects. This allows UKCMS to look beyond certificates and consider whether someone is actually applying their knowledge appropriately in real buildings.

The directory is structured around different levels of membership so that users can make a more informed choice about who they appoint.

All professional mould remediators listed in our directory have the technical experience for a Category 3 mould remediation project. 

This is also why the UBA size categories matter to UKCMS. They give us a practical way of linking the scale of contamination to the level of knowledge and experience we would expect from the person involved.

For a homeowner, landlord or housing provider searching for a mould remediation company or mould remediation professional, the question should extend beyond whether somebody offers “mould removal”. It should include whether they are competent to deal with the particular type and scale of contamination present.

What UKCMS looks for

There are three levels of listing on UKCMS. We list all companies whose websites meet the expected standard. We invite these companies to apply to join as a member, to become verified. This improves trust among consumers. 

To become a member, the company must provide evidence of their insurance, qualifications and certifications and their last 5 remediation projects. This stage allows our team of building pathologists and mycologists - led by Professor Michael Parrett - to identify competent, safe professionals. 

What if the evidence provided doesn't meet the standard?

Our team provides a full breakdown of strengths and areas for development, and offers a training program to support the remediation company to achieve professional status.   

UKCMS considers areas such as relevant training, practical experience, risk assessments, understanding of moisture in buildings, knowledge of water damage and fungal contamination, appropriate use of containment, removal methods, cleaning, drying and the ability to document the work properly.

We hold just as high standards for our other areas of the directory - mould and damp surveyors, water damage restoration, loss assessors and those who can carry out a post-remediation verification.   

The aim of the directory is to protect public health. 

Why UKCMS does not use the American size limits as its primary competence framework

The US EPA guidance remains useful, particularly for decisions around containment and worker protection.

UKCMS has chosen the German UBA categories for competence escalation because the German framework intervenes earlier.

A landlord should not have to wait until mould has spread across nearly ten square metres before recognising that a project may require specialist knowledge.

The UBA framework reflects a more precautionary approach and better suits the purpose of deciding when a mould problem has moved beyond routine maintenance into professional remediation.

It also reflects something regularly encountered in water-damaged buildings, where the mould visible on the room side of a wall may represent only a small part of the actual contamination.

Awaab's Law has made the competence question more urgent

Awaab's Law has strengthened the expectations placed on social landlords to investigate and address damp and mould promptly.

Speed is now more important than ever, but it also means that haste can lead to poor remediation work and buildings that aren't properly diagnosed.

A contractor can attend within the required timeframe and still carry out inadequate work, or work that is hazardous to health.

As legal and regulatory pressure on landlords increases, greater attention also needs to be given to the competence of the people carrying out the work and the cause, not the symptom.

The UBA categories, combined with the UKCMS directory and competence framework, provide a practical way to identify when the scale of a mould problem warrants a higher level of expertise.

The UKCMS approach

UKCMS uses the UBA mould size categories as part of a wider assessment of the building, the moisture source, the contaminated materials, the likely extent of hidden damage and the proposed remediation method.

A very small and straightforward area of surface mould may only require a simple response, while larger mould problems, water-damaged porous materials, hidden contamination and work likely to release significant quantities of dust or fungal material require a higher level of competence and better controls.

The UK still does not have a single regulated mould remediation profession or one government technical standard that fully answers these questions for landlords, housing providers and homeowners.

The UKCMS directory is one way of beginning to fill that gap by asking professionals to evidence what they know, what training they have completed and how they apply that knowledge in practice.

The German UBA guidance provides the precautionary framework for deciding when the level of expertise needs to increase, while the directory provides a practical way for landlords and the public to find people whose competence has been reviewed against the work they undertake.

Together, those two elements address a basic problem that has been left unresolved for too long: when a mould problem becomes more complex, the competence of the person dealing with it should increase accordingly.
